Jessica “Jess” Miley is a Senior Manager leading ComEd’s Regulatory Strategies and Solutions group, where she oversees case management for active proceedings before the Illinois Commerce Commission. Her work spans organizing expert witness teams, coordinating regulatory strategy and filings, ensuring cross-functional alignment, and engaging external stakeholders — all in support of ComEd’s mission to deliver reliable, affordable energy to its customers.

Jess and her team also monitor emerging regulatory and legislative developments, assessing potential impacts to utility operations and infrastructure investment, and translating those insights into actionable recommendations for the business.

With 20 years at Exelon, Jess has built broad expertise across ComEd Regulatory, Exelon Utilities Strategic Planning, Finance Merger Integration, and Tax — giving her a uniquely cross-functional perspective on the business of running a large electric utility. She began her career in tax at Ernst & Young.

Jess holds a Master in Professional Accounting from the University of Texas at Austin and a Bachelor of Science in Accountancy from the University of Illinois at Urbana-Champaign.
