Stewart Forbes is Counsel in the energy regulatory practice group in Washington, D.C., where he advises clients across the energy, infrastructure, and advanced technology sectors. His practice focuses on Department of Energy (DOE) programs, national laboratories, federal land use, and emerging industrial policy initiatives. Stewart regularly counsels advanced nuclear developers, clean-energy companies, data center and AI infrastructure developers, and U.S. manufacturers navigating DOE funding, laboratory agreements, and complex regulatory requirements.

Before joining Hogan Lovells, Stewart spent more than a decade at the U.S. Department of Energy in senior legal roles supporting clean-energy demonstrations, civilian nuclear programs, and research security. During his government tenure, he worked closely with DOE program offices and national laboratories and helped design and implement novel federal programs supporting advanced nuclear reactors, clean-energy deployment, and public-private partnerships. His work included the development of the Civil Nuclear Credit Program, the Advanced Reactor Demonstration Program, and the Department of War’s Project PELE, as well as initiatives enabling private-sector development of critical infrastructure on federal lands.

At Hogan Lovells, Stewart is a frequent author and speaker on federal funding, DOE authorities, and the intersection of clean energy, artificial intelligence, and infrastructure development. He is widely recognized for his experience with DOE agreements, Other Transaction Authority, laboratory partnerships, and innovative contracting structures that support public-private collaboration.
