Anne Keyworth is a Staff Attorney at the Public Staff – North Carolina Utilities Commission, where she represents the interests of the using and consuming public in electric regulatory matters before the North Carolina Utilities Commission and the North Carolina appellate courts. Anne led the agency’s review of Duke Energy’s Innovation Prototyping program, which established an accelerated framework to foster innovation of new prototypes that quickly test emerging technologies, rate designs, and new products and services to align with North Carolina’s carbon emissions requirements through an expedited review and approval process. In addition, Anne has had substantial involvement in reviewing regulated utilities’ Demand-Side Management and Energy Efficiency programs, riders, and cost recovery mechanisms, in addition to numerous other electric matters. Prior to joining the Public Staff, Anne served as a Legal Aid attorney and as a judicial law clerk.
