Dr. Gonzalez is a Panamanian, who graduated from the Technological University of Panama (UTP), where she obtained a BSc. in Electromechanical Engineering and has a PhD in Electrical Engineering from Texas A&M University. From 2019 to 2024, Dr. Gonzalez served as Director of Electricity at the National Secretariat of Energy. She oversaw the developing and implementation of Panama’s energy policies, specifically those of the electricity sector. Under this position, she represented Panama in various organizations, for instance, as deputy at the Council of the Regional Electricity Market (CDMER) and the Council of Energy Ministers of the Central American Integrated System (SICA), member of the Board of Experts of the Latin American Energy Organization (OLADE) and technical expert before IRENA.
Nowadays, she is a Professor at the Department of Electrical Engineering at UTP. She is also the director of the SMARTS-E and PRIME Research Programs. Furthermore, she is technical coordinator for the RELAC initiative led by the IADB. In addition, Dr. Gonzalez is a member of the Panamanian Committee of the World Energy Council where she is part of the Board of Directors, and the IEEE, where she is a senior member and has served in different volunteer positions within the IEEE Panama Section and internationally. Dr. Gonzalez is currently a member of the board of directors of the IEEE Power and Energy Society as a representative for Latin America and the Caribbean. Since 2024, she has been a member of the Panamanian Association of Business Executives (APEDE).
