Riley Allen (“Riley”) is a member of the Vermont Public Utility Commission. Riley was appointed to the Commission in May of 2021 after serving as Deputy Commissioner at the Vermont Department of Public Service for the prior four years. Before serving with the Department and the Commission, Riley spent seven years working with the Regulatory Assistance Project (RAP), primarily in the role of its Global Research Manager. Riley’s education centered on economics with a BA from the University of Florida and an MA from the University of Virginia. Riley has worked for more than three decades as an energy planner, expert witness, hearing officer, economic regulator, and has advised utility regulators in the US and overseas. From September of 2021 through March of 2024 Riley has served as one of ten state commissioners (the “NARUC 10” or “N10”) engaged with FERC as part of the FERC NARUC Task Force on Transmission.
