Jason holds a J.D. and a Master’s in Environmental Law and Policy from Vermont Law School and a B.A. from the University of Montana. He has worked for the Federal Energy Regulatory Commission (FERC), the Vermont Public Service Board, the California Public Utilities Commission, the Bonneville Power Administration, the Northwest Energy Efficiency Alliance, and the Oregon Public Utility Commission. Jason has shaped greenhouse gas (GHG) policy and wholesale market design, led efforts to initiate the Pacific Northwest Smart Grid Demonstration Project, and created policy and shaped law around electric vehicles, energy storage, and demand response/distributed energy resources (DR/DERs). He also created Portland General Electric’s (PGE’s) Smart Grid Testbed. He currently leads a team of professionals working on distribution system planning, DER/DR and electric vehicle planning, cost-effectiveness analysis, and measure and program development. Jason is also a former adjunct professor at the University of Oregon School of Law. He is a published author and editor of several papers, amicus briefs, and books on energy policy and law. Jason lives in Door County, Wisconsin, with his wife and two children.
