Jessica Shipley is an energy policy professional who joined Pacific Northwest National Lab in November 2023. At PNNL, Jessica has led work focused on state energy security risk mitigation, advancing grid investments to support electrification and load growth, coordinated gas and electric planning, and regulatory considerations for advanced rate design. She was formerly with the Regulatory Assistance Project (RAP) where she directly advised regulators and other policymakers on practical solutions to energy challenges including modernizing utility regulation, electrification, electricity market design, resource and distribution system planning, and rate design. Prior to RAP, Jessica was a senior policy analyst with the Oregon Department of Energy, where she was the agency’s lead analyst and advisor on climate policy issues.

Jessica has a BS in environmental economics and a Master of Public Policy degree, both from the University of California, Berkeley.  She is based in Portland, Oregon.
