Paul is the Director, Research and Development for the American Public Power Association. He manages APPA’s DEED R&D program and is also responsible for overseeing the Technical and Operation department’s overall R&D efforts.

Prior to joining the Technical and Operation department Paul spent 17 years in APPA’s Regulatory Affairs department where he oversaw the Association’s statistical and survey work. He also co-led the Association’s Moving Public Power Forward strategic initiative, which included researching and writing about “utility of the future” issues including rate design, net metering, distributed energy resources, advanced grid infrastructure, and other issues.

Paul earned his Ph. D in Politics from the Catholic University of America.
